The Four of Pentacles represents blocked change. It shows someone who stubbornly tries to maintain control over a situation without trying to adapt.

Much like the proverbial ostrich who buries his head in the sand, Cornelius Fudge refuses to acknowledge the facts even when he is directly faced with the crisis of Voldemort's revival. He desperately tries to hang on to the structured society he is accustomed to instead of risking it by taking action. This kind of willful ignorance would prove to be a dangerous attitude as the evil power of Voldemort and his followers gradually expands over wizarding society.
